Most of us don’t recall the "High Performance Computing and Communications Act of 1991," a pivotal piece of legislation that helped spread the internet beyond the realms of computer science. Back then, many envisioned the internet as a tool for universal enlightenment, open dialogue, and democratic empowerment—ideas that seemed not only possible but achievable. Today, however, the internet often feels far from those lofty goals, serving more as a reminder of opportunities lost. This historical reflection raises a crucial question: do we want the same outcome for artificial intelligence? After three decades of philosophical inquiry into the intersections of consciousness, information theory, and human cognition, I propose three key challenges that push beyond conventional AI discourse. These questions are not mere academic exercises; they represent critical junctures where our understanding of artificial intelligence intersects with fundamental issues of consciousness, cognition, and existential risk. Each question is designed to provoke deeper thought and guide the ethical and practical development of AI. Can AI Truly Have Consciousness? The debate over whether AI can achieve true consciousness is far from settled. While AI systems can simulate complex behaviors and even generate creative outputs, the question remains: is this genuine consciousness or merely sophisticated mimicry? To address this, we need to define what we mean by consciousness and explore whether the criteria we set for human consciousness can be applied to AI. This includes understanding subjective experiences, self-awareness, and the ability to reflect on one’s own existence and actions. If AI cannot possess these attributes, should we treat its behaviors differently from those of conscious beings? How Does AI Impact Human Cognition?
